My Lord:-

I have the honour to acknowledge the re-

ceipt of Your Lordship's Despatch No. 41, of the 25th

instant asking whether I have informed the Spanish

Government in accordance with the instructions con-

tained in Your Lordship's despatch No. 24, of the

23rd ultimo that Her Majesty's Secretary of State for

the Colonies has decided to withdraw the proclamations

issued in Hongkong, the Straits Settlements and Labuan

prohibiting the export of arms to the Philippines.

In reply I have the honour to transmit here-

with copy of the Note which I addressed to the Spanish

Government on receipt of Your Lordship's last mentioned

despatch and of Senor Gullon's reply.

Your Lordship will see from the latter that

Senor Gullon understood from my Note that the proclama
